Eyelash Glue OEM Documents: SDS, GMPC, and ISO Checklist

Private-label lash brands often ask for a quote before they ask for paperwork. That order is backwards. Customs, Amazon listings, and salon insurance all care about the documents more than the bottle photo. Here is the paperwork checklist Howin Biotech expects serious OEM buyers to request — and what those papers actually cover.

Start with SDS (Safety Data Sheet)

An SDS (sometimes still called MSDS) is the first file a professional buyer should ask for. It describes hazard classification, handling, storage, and first-aid for the adhesive. Freight forwarders and dangerous-goods desks will ask for it when the shipment is cyanoacrylate-based.

Ask for the SDS that matches the exact SKU or formula you are sampling — not a generic glue SDS from another brand. If the factory cannot produce an SDS for the formula on the quote, stop the PO until they can.

Factory process papers: GMPC and ISO 22716

Cosmetic manufacturing in export markets usually needs proof that the plant follows Good Manufacturing Practice for cosmetics. On Howin’s certifications page, the factory lists GMPC and ISO 22716 among its marks, alongside SGS, SDS, CE, RoHS, and FDA marks.

When you brief the factory, ask:

  • Which certificates cover the site (cleanroom / GMP system) vs the product batch
  • Whether the certificate is current and which entity name it uses
  • Whether you will receive copies with the sample pack or only after deposit

RoHS, CE, and market-facing marks

RoHS and CE marks matter when you sell into markets that ask for restricted-substance or conformity evidence on packaging claims. Treat them as supporting files, not a substitute for SDS or GMP. Ask which mark applies to the finished bottle you will private-label, and keep a PDF on file for your own compliance folder.

Do not invent claims on your label that the factory’s documents do not support. If your market needs a CPNP / Responsible Person path for the EU, that is a separate compliance step on the brand side — the factory docs are an input, not the whole filing.

What to send with the first sample request

Pair the document ask with a clear sample brief (MOQ, samples, and lead time guide):

  1. Target use: classic, volume, cluster / DIY
  2. Destination country and any mark you must show buyers
  3. Private-label vs unbranded bottle
  4. Quantity (Howin private-label MOQ starts at 50 pcs)
  5. Whether you need SDS + GMP / ISO copies with the sample
